New career opportunities with the Wastewater Operator-in-Training Program

Ecology is growing the operator certification training program by adding three new Operator-in-Training levels.

Recently, we announced awards for the top-performing wastewater treatment plants and their operators. This week, we are excited to announce new career opportunities are now available through our Operator-in-Training (OIT) program.

Why Wastewater Treatment Plant Operators matter

Anything that goes down the sink or toilet ends up at a wastewater treatment plant (treatment plant).  Treatment plants are the frontlines of public health and environmental safety as they work around the clock to clean up our wastewater before it goes into Washington's rivers, lakes, streams, and Puget Sound.

Wastewater treatment plant operators are the unsung heroes, responsible for ensuring treatment plants keep functioning properly and cleaning the wastewater. These operators have an undeniably important role in keeping Washington’s waters clean.

“Washington’s growing population creates a greater need for wastewater treatment every day. Talented and proficient plant operators are critical to meeting this challenge,” said Ecology Water Quality Program Manager Heather Bartlett. “There are jobs to be had, and we encourage people to go into this field to help serve the public and protect the environment.”

Because their work is so critical to the protection of public health and the environment, Ecology certifies wastewater treatment plant operators to help ensure that they are knowledgeable and able to properly operate and maintain wastewater treatment plants. We certify operators based on wastewater operating experience, relevant experience, and education. We are growing our operator certification training program by adding three new Operator in Training (OIT) Group Levels. 

Why Add Operator in Training Group Levels?

Ecology added new OIT Group levels II-IV to incentivize and encourage entry into, and growth within, the profession. This program creates more pathways for operators to advance to higher group levels. It also helps managers at treatment plants to plan for their most experienced operators’ retirements.

How did we design the OIT levels? 

We listened to operators. In 2018, we conducted a survey and formed a stakeholder Rule Advisory Committee (RAC). The RAC—made up of certified operators, statewide, from each group level—came together to advise us on the necessary changes to the rule. We then released an informal draft of our proposal for public comment. This past spring we held a formal comment period on the new levels.

During the survey and the RAC meetings, wastewater operators voiced their concern about the number of operators retiring from the workforce and the challenges for new operators entering the industry. We have repeatedly heard how important it is to get entry into this field and to promote growth from within the talented pool of operators that the state certifies. These OIT group levels help us do that. 


How it Works

The formal regulatory action we took was adopting new OIT Group levels II-IV in chapter 173-230 WAC. These new OIT Group levels are for operators who can pass the next higher Group level exam, but do not yet meet the certification requirements to qualify for a full certification at that higher Group level. This means operators do not have to wait as long before taking the exam for the next certification level.  


Applicants who already hold a full certification 

If you meet the requirements for the OIT group level, you may apply for an OIT certification one level above your current full certification group level. If you pass the exam, you will then hold both your new OIT certification and your existing full certification.
You may keep your Group II – IV OIT certification for two exam cycles, up to 10 years, while gaining the necessary experience to upgrade to the next group level for full certification. 
While holding an OIT II-IV certification, you are only required to meet the professional growth requirements for their full certification and will pay only one renewal fee.
You will not be required to earn an OIT group level II-IV certification to advance to the next full certification level. It is merely an option for those operators lacking the operating experience necessary to qualify for the next level full certification. It allows you to take and pass the exam and gain the experience on the job. 


Applicants not yet certified 

If you do not already hold a certification, you may apply only for an OIT I. There is no time limit to how long an OTI I may remain at this group level.

Be a part of the solution

Given our state’s growing population, we need to treat more and more wastewater. This is a great field, with growth opportunities—often right in your own community.

Not sure if you have the right experience? We find that people with experience as a welder, machinist, mechanic, operator at other similar facilities, laboratory technician, or engineer, often have the right type of experience for this important work. Check out our certification program website for more information. 

Evergreen Rural Water of Washington (ERWoW) is in the process of launching their Wastewater Utility Apprenticeship Program. The program offers hands-on and classroom training, which are both invaluable to wastewater treatment plant operators. We have had the opportunity to review their proposed program and training courses. Based on our review, operators who are successful in the program can qualify for the Operator-In-Training, Group I, Group II OIT, and eventually Group II level wastewater operator certification exams.

These wastewater treatment plants earn an A+ in clean water

Be honest, have you ever flushed a disposable wipe down the toilet? Did you pour the leftover grease from cooking down the kitchen drain? If you answered yes and are connected to the local sewer system, we suggest you thank a wastewater treatment plant operator!

Why? Because wastewater treatment plants – the place where anything that goes down the drain or toilet at homes and businesses ends up – deal with everything we put down the pipes that aren’t supposed to be there. These facilities keep Washington’s waters clean, by keeping pathogens, chemicals, trash, and sewage out of our water. 

Keeping a wastewater treatment plant in top-performing condition can be a tough job,  so every year we recognize these top-notch facilities and their operators.

What this award means

We talked to employees at a few wastewater treatment plants to get a better sense of what this award means to them. Here’s what they had to say:

“The Outstanding Performance Award is important to all the personnel who work in and around the WWTP. It signifies the WWTP operators, Collection crews, staff, and management are collaborating as a team, paying attention to detail and supporting one another. It means that from the newest WWTP Operator to the Crewleader that ideas are valued for the successful operation of our plant,” said Dean Bugher, City of Kennewick’s Wastewater Services Crewleader. “Staying knowledgeable about our craft and up-to-date on compliance issues along with properly maintaining our equipment aids in our success. This in turn helps us to achieve a quality effluent which everyone can be proud of, knowing that we have done our part in keeping the aquatic environment around us clean, healthy and safe for all who use and enjoy.”

Matt Jenkins, the Public Works Manager for the City of La Center shared similar sentiments, saying “The positivity and pride that the operators get from achieving the award permeates through the entire organization. This award is one of the major goals we as a staff set for ourselves every single year. The staff strives to get the five year plaque on the horizon and the annual award is a fantastic affirmation of that effort.”

For some facilities, the award sparks some friendly competition. Mike Henry, the Operator in Responsible Charge of the Olympic Corrections Center said “We have won the award quite a few times and I think everyone is determined to win the award because they don’t want to be the first group of operators to not win it. The operators are proud of the awards. We have them hanging in the lab, except for the ones hanging in our administration building. That makes me think that our administration is as proud of our achievements as we are.”

Kicking off American Wetlands Month by securing $4.5 million in federal conservation grants

To help celebrate Washington’s wetlands during May—American Wetlands Month—we’re delighted to share we have secured five National Coastal Wetlands Conservation grants worth $4.5 million.

This year, the federal grant program will help local partners including tribal governments and nonprofit land trusts acquire, restore, and enhance about 400 acres of coastal wetlands in Clallam, Mason, Pierce, and Thurston counties. All five projects will help recover salmon that Washington’s endangered Southern Resident orca whales depend on for survival.

The program is managed by the U.S. Fish and Wildlife Service (USFWS) and funded in part through taxes paid on equipment and fuel purchases by recreational anglers and boaters. Established in 1990, the federal conservation program provides up to $1 million for individual wetland projects in coastal and Great Lake states as well as U.S. territories.

Wetlands essential for Washington economic, environmental health

Washington’s wetlands are essential for sustaining the state’s economic and environmental health. Wetlands act as a natural sponge, helping control flooding and erosion by catching and slowing down melting snow and surface water runoff from storms. They purify water by filtering sediments and trapping excess nutrients and pollutants such as heavy metals. Wetlands also hold much of the surface water that trickles through the soil and recharges our underground drinking water aquifers.

If communities had to replace the flood control and water treatment functions Washington’s wetlands naturally provide, the costs could far outweigh the expense of preserving them. A 2008 independent study by Earth Economics found fresh water wetlands in the Puget Sound regional alone could be worth more than $10 billion to the state economy.

Productive ecosystems rivaling rain forests and coral reefs

Our wetlands also offer important refuge for wildlife and fish, including salmon, and places for people to boat, fish, and enjoy other recreation activities. Wetlands bordering or close to the marine waters of Puget Sound and Pacific Ocean can be among the most productive ecosystems in the world, rivaling rain forests and coral reefs. Wetlands also help mitigate climate change by absorbing greenhouse gases.

Although only states can apply for National Coastal Wetlands Conservation grants, we work closely with land trusts, local and tribal governments, and other entities to identify conservation projects in Washington and develop wetland restoration and protection proposals for consideration by USFWS.

Since 2008, we have helped secure federal funding and provided technical assistance for acquisition and restoration projects totaling more than $100 million to conserve more than 11,000 acres of Washington’s coastal wetlands.

This year, Ecology received 22 percent of the total $20.3 million in coastal wetlands grants USFWS awarded nationally. The Washington Department of Fish and Wildlife also received a $1 million USFWS grant to restore a coastal wetland in lower Hood Canal.

Working with local partners, the 2019 federal grants Ecology secured will be used to help fund the following coastal wetland enhancement and restoration projects:

Baird Cove Acquisition ($995,000)—Working in partnership with the Nisqually Land Trust to acquire an 88-acre estuarine complex in Thurston County on the east side of Johnson Point in southern Puget Sound, including more than 4,200 feet of intact estuarine shoreline, pristine coastal wetlands and mature forest.

 Elwha Estuary Place Acquisition ($1 million)—This collaborative project with the Coastal Watershed Institute will conserve historic Elwha River estuary wetlands and restore marine shoreline along the river delta in Clallam County.








Skookum Valley Wetland Acquisition ($564,000)—Working in partnership with the Squaxin Island Tribe, the funding will be used to help acquire and permanently protect 158 acres of wetlands and shorelines along Skookum Creek that flows directly to Puget Sound in Mason County.

Sound View Camp Conservation Easement ($950,000)—We are working with our Nisqually Land Trust partner to acquire a permanent conservation easement to protect Sound View Camp, a 93-acre waterfront property on Drayton Passage in southern Puget Sound in Pierce County.

West Oakland Bay Restoration Phase 2 ($1 million)—Working with our Squaxin Island Tribe partner to put the second phase of restoring critical coastal wetlands in place in West Oakland Bay in Mason County. The project will restore 28 acres of saltmarsh, lost when an industrial harbor was created more than a century ago.

We oppose federal proposal to redefine 'waters of the United States'

Today, we sent our official response to the Trump administration opposing its draft rule to redefine the scope of “waters of the United States” that would be protected and regulated under the 1972 federal Clean Water Act. As the primary federal law governing water pollution, the Clean Water Act is instrumental in protecting Washington’s water.

We are gravely concerned the draft rule, proposed jointly by EPA and U.S. Army Corps of Engineers, will eliminate federal protection for classes of streams and wetlands highly valued by Washingtonians. In Thurston County alone, we estimate the federal proposal would remove between 2,000 and 11,000 acres of wetlands from federal protection.

The rule change, if finalized, would remove federal protections for:
  • Streams in upland ditches as well as water in most ditches.
  • Wetlands behind dikes with no surface connection to a river, as well as wetlands along irrigation canals.
  • Wetlands close to, but not touching, marine waters.
  • Streams that only flow in response to rainfall—also called “ephemeral” streams.
  • Wetlands in a floodplain that receive floodwaters on a less than annual basis and lack a surface connection to a stream.
  • Prior converted croplands, wetlands under agricultural production when they are proposed to be changed to non-agricultural uses.


Healthy streams and wetlands = healthy Washington

These waters help our state maintain a healthy, safe and vibrant economy and environment by:
  • Providing and supporting important habitat for salmon that southern Puget Sound resident orca need to survive.
  • Filtering and cleaning our drinking water.
  • Controlling flooding and erosion.
  • Offering habitat and refuge for fish and other wildlife.
  • Providing places for boating, fishing, and other recreation activities.

Federal proposal too flawed to be adopted

According to the proposed rule language, the federal government is seeking to change the definition of waters of the United States to increase the predictability and consistency when implementing the Clean Water Act and reduce the scope of federally-protected waters.
We find this approach to be significantly flawed because it:
  • Would put Washington’s water quality at risk. Federal protection would be rolled back to cover only certain stream reaches instead of the entire water body.
  • Creates an artificial divide between state and federal waters, allowing the federal government to shirk its responsibility to protect the physical, chemical, and biological integrity of the nation's waters under the federal Clean Water Act.
  • Ignores years of science, upheld by numerous court decisions, that Washington’s surface streams and wetlands are often directly connected to underground sources of water. Surface water pollution puts state drinking water aquifers at risk.
  • Creates a need for a new state permitting program. Public and private developers seeking to build projects that would impact certain classes of wetlands now file a single state/federal application. We currently apply state requirements as part of the federal permitting process. Without federal involvement, the state would need legislation to create and fund its own wetland permitting process. Without such a program, projects could experience delays and economic losses. 


Washingtonians expect their waters to be protected

Time and again, Washingtonians have been clear about the importance of protecting, restoring, and conserving state waters and wetlands. They demand safe drinking water, expect healthy places for recreation, and support a vibrant natural resource economy supported by clean water.

Our state laws reflect this mandate:
  • Water Pollution Control Act, passed by the state legislature in 1945, outlines the state’s interest in controlling pollution and protecting water quality in all state waters and wetlands.
  • Shoreline Management Act, passed by voter referendum in 1972, protects and manages development along the state’s 28,000 miles of stream, river, lake, and marine shorelines.
  • Growth Management Act, passed by lawmakers in 1990. Under the act, local governments protect all wetlands and streams by adopting critical areas ordinances.

The proposal to change the definition of waters of the United States will need to go through the federal rule-making process before it can take effect. We are concerned the rule could:
  • Significantly reshape the working relationship we have with the U.S. Army Corps of Engineers and EPA to help protect our waters.
  • Sow confusion among local communities seeking help from our federal partners.
  • Mean more work for communities and state agency partners like us.
  • Result in accidental violations of local and state laws.
While we don’t know what the final changes will be to the federal proposal, we will continue to protect all Washington waters and wetlands from being lost or degraded.

Local video highlights 'soft' shoreline stabilization approaches




We have integrated an interesting new video into our web content about shoreline stabilization.

The video, produced by Island County’s Shore Friendly program, highlights different approaches property owners in the region can use to protect and enjoy their shorelines while also promoting a healthy ecosystem.

The video features local Island County residents and Hugh Shipman, our coastal geologist, sharing information about the environmental, recreational, and aesthetic benefits of natural and restored beaches.

Many property owners control shoreline erosion or prepare for development by using bulkheads, seawalls, revetment, and other hardened structures on the water’s edge to protect soils and unstable banks from currents and waves.

Hardened structures are common along many of the 2,500 miles of marine shoreline in Puget Sound. They are also frequently used along the shorelines of our inland streams, rivers, and lakes across the state.

Soft shore protection is the process of designing natural materials such as gravel, sand, logs, or roots in such a way to protect a shoreline from erosion. Beaches with soft shore protection generally look more like natural beaches, as opposed to hard armoring which gives beaches more of a "blunt" look, while providing easier access to the beach for recreation and further protecting the Puget Sound ecosystem.
  
Our shoreline master program (SMP) guidelines also encourage shoreline development practices designed to reduce risk to property and avoid adverse environmental impacts. We help communities reduce erosion risks while ensuring the long-term protection of state shorelines by: 
  • Providing policies that reduce erosion risks.
  • Offering our local government partners technical assistance and regulatory guidance.
  • Encouraging environmentally-friendly soft shoreline stabilization techniques over hard armoring approaches such as revetments, bulkheads, and seawalls.
  • Helping our local partners locate new development out of erosion-prone areas as much as possible.
The goal of the county’s Shore Friendly project is to promote alternative strategies for shoreline residential properties that provide for the use and enjoyment of the property while promoting and maintaining nearshore ecosystems to support fish and wildlife.

Island County has developed a host of educational materials to help residents learn about their options for protecting their shoreline homes and properties by considering natural beach and soft shore options including a cost benefit analysis, the soft shore permitting process, and a set of frequently asked questions.

We also have a number of guides and publications designed to help shoreline property owners manage surface and groundwater drainage on coastal bluffs, use vegetation to stabilize erosion on slopes, and a vegetation management guide for Puget Sound bluff property owners.

Wetlands around the world protect communities while helping fight climate change

As the world grapples with climate change, those commemorating World Wetlands Day Feb. 2 are highlighting the importance of restoring, conserving, and wisely using wetlands because they can help reduce floods, relieve droughts, and buffer coastlines from extreme weather.

In the state of Washington, we work every day to protect and manage wetlands. The environmental and economic benefits they provide nature, our communities, and way of life are immeasurable.

More likely than not, there’s a wetland near where you live, work, or play. Our state mandate is to ensure Washington does not lose any more acres of wetland and the functions they provide—as well as restore, enhance, and preserve these important resources.

Wetlands: a natural solution
Wetlands provide important habitat for salmon that Washington’s endangered resident orca whales need to survive. We fund riparian restoration work in agricultural areas to benefit salmon.

Wetlands also help filter and clean our drinking water. They control flooding and erosion while providing habitat for other fish and wildlife species. Washington’s wetlands help maintain a safe, healthy environment and economy.

In Washington, we recognize the harm climate change can have on wetlands—from sea water intrusion to water chemistry changes to even being the source of greenhouse gases when improperly disturbed.

There are also numerous ways wetlands help us cope with climate change including sequestering or storing:
  • Carbon efficiently while emitting little methane.
  • Twice as much carbon in coastal wetland soil than in all the world’s tropical forests.
  • More carbon than they emit as wetlands mature.
  • Large amounts of carbon in tree biomass, especially forested wetlands.
  • Up to 700 billion tons of carbon around the world—including 96 million tons of carbon every year.
  • Water that is released later in the season to mitigate the effects of drought.
Washington community helping restore degraded wetland system

Many state residents are passionate about protecting existing wetlands while others are getting their hands wet and dirty, working hard to restore wetlands that have been degraded. There’s no better example than the Triple Creek wetland restoration project in north-central Washington.

Located on Myers Creek in Okanogan County near the town of Chesaw, the Triple Creek project is part of a privately-owned forested wetland named after three main creeks: Myers, Bolster, and Thorp.

Historically, Myers Creek cyclically spilled over its banks and inundated the Triple Creek floodplain, including a series of beaver ponds on the creek. However, the stream lost its connection to the floodplain in the late 1990s after a rain-on-snow event combined with other factors and left an incision trench with left vertical cut banks of up to 10 feet.

The beaver ponds became breached and drained, no longer providing grade control or covering large areas of the floodplain. As the now-drier soils started favoring invasive plant species, a thriving great blue heron rookery was abandoned and the wetland became less able to filter and store water.

The Triple Creek land stewards, who invested in 500 acres together, were disappointed to see a large part of their thriving wetland dry up. After exploring a variety of restoration options, the group selected the local non-profit entity Okanogan Highlands Alliance (OHA) to lead the restoration effort.

OHA, in partnership with Trout Unlimited, U.S. Fish & Wildlife Service, and the National Oceanic and Atmospheric Administration’s Northwest Fisheries Science Center, worked with the land stewards to find the most cost effective ways to address the wetland degradation. The team seeks to improve hydrologic connectivity between Myers Creek and the adjacent wetland, improve fish and wildlife habitat including re-establishing beaver, and restore native wetland vegetation.

OHA secured community-based, federal and state funding—including funds from the settlement agreement reached between Ecology and the owners of the Buckhorn Mountain gold mine for environmental remediation. In addition, local groups, clubs, students, and community members have so far provided more than 1,400 volunteer hours to help restore the wetland.

The restoration team is focused on reducing the severe stream channel incision that disconnected Myers Creek from the floodplain. The project design mimics the work of beavers by using lines of wooden posts that are woven with branches to slow and redirect stream flows as needed. The structures help capture sediment to build the streambed back up and raise the water table. They also help make the channel longer while reducing its slope, making the system more stable.

By emulating the effect of beavers to slow stream flows, capture sediment, and connect the water with the land, the project aims to improve water quality and increase water storage capacity. Re-establishing beavers, and the plant life they need, is a key component of mitigating local drought and fire issues—increasing resilience to climate change. Wetlands help store water that becomes available later in the season to support streams and underground sources of water, and to offset the effects of drought.

The first structures were installed in the field season before two years of intense flooding, creating optimal conditions for transforming the site. As Myers Creek interacts with the human-made beaver dams, the team's objectives for the stream are being realized more rapidly than expected. In places, the streambed at the site is more than four feet higher now than when work started in 2016—with a 23 percent increase in the overall channel length of Myers Creek within the project area.

The team continues to repair and enhance instream structures and is dedicated to establishing a healthy riparian plant community. A diverse and robust buffer zone will not only improve native vegetation but will encourage beavers to recolonize the area, and modify and maintain the site into the future.

Beavers have already shown increased interest in the project site, starting just a few days after construction began in 2016. Beavers even wove a post line themselves in 2017, before the project team could get to it!

Ecology seeking comment on Clallam County's proposed shoreline master program revisions

Starting today, we are accepting public comment until Thursday, Feb. 28, about significant revisions Clallam County is seeking to make to its shoreline master program (SMP).

The locally-tailored set of land-use policies and regulations is designed to protect and guide how Clallam County will develop, restore, and preserve more than 600 miles of marine and freshwater shorelines in the county, including:

  • Approximately 130 miles of marine shoreline including a portion of the Pacific Ocean coastline, Strait of Juan de Fuca, and numerous saltwater inlets such as Clallam, Crescent, Dungeness, Freshwater, and Sequim bays.
  • More than 480 miles of freshwater shoreline along the Bogachiel, Calawah, Elwha, Quillayute, and Sol Duc rivers.
  • About 1,500 shoreline acres around six lakes in the county including Beaver, Crescent, Dickey, Elk, Pleasant, and Sutherland.

Clallam County last amended its SMP in 1992. The revised SMP will replace the county’s current master program and is designed to:

  • Prioritize water-oriented uses and development in Clallam County.
  • Provide for public access to public waters and shorelines.
  • Support restoration actions consistent with the county’s shoreline restoration plan.
  • Incorporate critical area regulations to ensure environmentally-sensitive areas within the county’s shoreline jurisdiction are protected.

Next steps

Once the public comment period closes Feb. 28, Ecology will compare Clallam County's proposed SMP to requirements under the state Shoreline Management Act and Shoreline Master Program Guidelines. Based on the comparison, we will decide whether to:
  • Approve Clallam County’s proposed SMP as is.
  • Approve the updated SMP with recommended changes.
  • Send the proposed SMP back to Clallam County with required changes to meet statutory and rule requirements. Recommended changes may also be included with the required changes.

Boots on the ground: Touring WCC projects across the state

From the peaks of the Olympic Mountains to the fields of Eastern Washington, our 53 (six-member) Washington Conservation Corps crews and 14 Individual Placement AmeriCorps members complete hundreds of restoration and habitat enhancement projects annually. Join us on a spin around the state to learn more about a few of the projects our AmeriCorps members have contributed to this year!

This spring, WCC AmeriCorps members serving the City of Bellingham started checking smolt traps along Padden Creek - in some long-awaited sunshine! Several years ago, the City of Bellingham helped re-route – or “daylight” – a portion of Padden Creek that once ran through a tunnel. The project has helped restore fish passage, improve water quality, and reduce flood risks for nearby residents. Members played a key role in kicking off the planting phase of the city project, installing more than 15,000 native plants and ensuring freshly planted shrubs survived their first spring.

In addition, our restoration crews are often involved in installing and gathering data from smolt traps – structures in a stream that help measure the quantity of juvenile fish moving through a waterway. Members also conduct stream surveys and take photos using previously installed photo points.

Restoring the Klickitat River in Eastern Washington

In fall 2017, ten AmeriCorps members serving in Eastern Washington spent two weeks transporting and planting native trees and shrubs along a four-mile stretch of Klickitat River that provides habitat for threatened salmon and steelhead. Our members transported native plants as much as four miles a day by foot, planting 6,098 native trees and shrubs along the river.

Since the project required long hikes to reach planting sites, members learned about project preparation as well as proper techniques for planting in difficult, rocky soil.  

“Our days consisted of de-potting plants for a specific section, loading them in plant bags and starting our hike that was anywhere from a half-mile to four miles long, depending on what section we were at,” said WCC crew supervisor Leo Arias.

The native vegetation will create shade for juvenile salmon and improve erosion control, important elements to the overall effort of helping the river reconnect with its floodplain.

The Klickitat River restoration project also involved adding large woody debris and re-establishing backwater channels to create more suitable habitat for juvenile salmon. Yakama Nation Fisheries  and non-profit Columbia Land Trust have been collaborating on the large-scale floodplain restoration project since 2007. 



Monitoring seagrass in Washington's Puget Sound aquatic reserves

Puget SoundCorps members serving the state Department of Natural Resources’ (DNR) Aquatic Reserves Program starting hitting Puget Sound beaches in April to support seagrass monitoring and more. DNR will use the data to learn more about seagrass, a critical component for a healthy nearshore ecosystem.

What does collecting this data actually involve? Members place square plots along a transect – a long measuring tape – and record the species and numbers of all seagrass within the plot. They also collect sediment samples for examination back at the lab. AmeriCorps members also use temperature and light sensors to collect even more information about current water conditions. 

'Spring cleaning' the Overland Trail on Kitsap Peninsula

Our DNR crew serving in Tahuya in Kitsap County embarked on spring projects by getting the Overland Trail ready for seasonal hikers. The 18.5-mile trail, located near Belfair, was full of thick brush and downed trees after the blustery 2017-18 winter. With a summer of upcoming recreation support projects, the Overland Trail and surrounding trail networks afforded members a great opportunity to get in rhythm with multi-week trail projects.

During their first week, members navigated through a few power equipment glitches but the crew conquered initial tasks such as removing encroaching plants and brush, digging drainage structures to move water off the trail, and removing hazards such as sharp sticks and leaning but standing dead trees.

“An extended trail assignment gives a crew the chance to get acquainted with a backcountry setting and developing efficiencies as they progress from week to week,” said supervisor Brennan Moores. “We have fallen into our grove of daily operations. Crew members are keying in on safety and continue to maintain our standard crew procedures: Safety, quality and quantity." 

A month into the project, our members completed activities on the Overland Trail and moved on to building fencing. They provided hikers with a trail free of hazards and drainage channels cleared of leaves. Their efforts also mean all-terrain vehicles are more likely to stay on the trail rather than driving through wooded areas to avoid standing water and harming sensitive understory plants.

Individual Placement Program members clean up Longfellow Creek Legacy Trail on Martin Luther King Jr Day

WCC Individual Placement member Stevie Knapp organized a debris cleanup along Longfellow Creek Legacy Trail for her Martin Luther King Jr Day project in February. Stevie scouted the project site before the event, but on the morning of the national holiday, she spotted a section of the creek that had gone unnoticed during their initial site visit.

“The area was filled with garbage, so much so that you could barely see the creek,” Stevie said, adding that members chose to refocus their efforts on the newly spotted section.

After a welcome and safety talk, the five-person team donned gloves and grabbed some buckets to start collecting debris. Just four hours later, the team had collected 978 glass bottles, 20 cardboard containers, 150 plastic bags, 70 plastic food packaging items, 76 aluminum cans, and more miscellaneous items.

“This event goes to show that even with a small amount of people, you can make a big difference,” Stevie said.  The next day, she sent the data to Ocean Conservancy, a nonprofit environmental advocacy group that advises ocean policy at federal and state levels.

Marine spatial plan adopted to protect our coastal resources

Did you know that only four Washington counties – Clallam, Grays Harbor, Jefferson and Pacific – have marine shorelines on the Pacific Ocean?

Together, these four jurisdictions account for 331,000 acres of marine waters and have 157 miles of open ocean coastline. Our coastal communities and coastal Indian tribes have a rich history and maintain a unique relationship to our coastal resources.

Yet, there are increasing demands on these resources – including new projects and uses that can potentially create conflicts with uses or damage our marine resources.

State develops, adopts marine spatial plan

To ensure Washington maintains a resilient, healthy coastal marine ecosystem, we worked closely with our partners at the Washington departments of Fish and Wildlife and Natural Resources (DNR) to adopt a new tool – called a “marine spatial plan” – to help make coordinated, science based decisions about proposed new ocean projects and uses.

The guidance establishes processes for coordinating among local and tribal governments and state and federal agencies and for ensuring interest groups and the public have opportunities to weigh in on future projects.

Since the plan contains new policies to protect sensitive ecological areas and fisheries, the plan also puts the state in a strong position to review and shape new ocean activities in areas of state and federal waters in the plan's study area.

The state worked closely with local and tribal governments, other state agencies, the Washington Coastal Marine Advisory Council, environmental and planning groups, the private sector and the public to develop the plan.

Plan will help evaluate new ocean projects, uses

The new guidance will help us evaluate new proposals seeking to be located between Cape Flattery and Cape Disappointment. The plan covers a patch of the Pacific nearly 6,000 square nautical miles in size.

Right now, most of ocean uses in Washington center on recreation, maritime shipping, coastal fishing and shellfish aquaculture. But we know we have to be ready to effectively assess proposals for new uses and activities such as:
  • Renewable energy
  • Mining
  • Dredged material disposal
  • Marine product harvesting
  • Offshore aquaculture operations
Our marine spatial plan builds on a 2010 law passed by the state legislature. Six years in the making, the new plan outlines the data and information that are needed to evaluate new proposals – especially the potential effects new ocean uses could have on people, our local communities and the environment.

It also integrates existing state policies and standards that projects must satisfy such as demonstrating that projects have no likely, long-term significant adverse impacts to resources or uses.

Competition for small fraction of ocean ecosystem

Michele Culver, Intergovernmental Ocean Policy Manager for state Fish and Wildlife said “while the ocean is a vast ecosystem, there is competition to use a small fraction of it.”

The plan, Culver said, provides a way for the state to carefully consider the placement of proposed new uses and the effects on other important activities, such as fishing, that occur in the same area.
  
While the plan establishes protections for fisheries and ecologically sensitive areas in state waters, it doesn’t change current management or permit processes for existing marine activities such as fisheries management plans or shellfish aquaculture.

Before we adopted the guidance, the state sought and received comments on the draft plan and a related environmental impact statement which helped us evaluate anticipated impacts that could arise from adopting the plan.

We carefully assessed all the comments we received and they helped us refine the plan. We will submit the marine spatial plan as part of Washington’s federally-approved Coastal Zone Management Program.

Ecology secures $5 million in federal grants to help partners conserve five coastal wetlands

May is American Wetlands Month. To highlight the vital ecological, economic, and social health benefits wetlands provide Washington state, we are pleased to announce Ecology has been awarded $5 million in federal National Coastal Wetlands Conservation grants to help protect, restore and preserve five crucial coastal wetlands in Clallam, Island, Kitsap, and Skagit counties.

The federal program, managed by the U.S. Fish & Wildlife Service (USF&WS), provides up to $1 million in funding for individual wetland conservation projects located in our coastal and Great Lake states as well as U.S. territories. The program is funded in part through taxes paid on equipment and fuel purchases by recreational anglers and boaters.

While only states can apply for the coastal wetlands grants, we work in close partnership with land trusts, local and tribal governments, and other entities to identify conservation projects in Washington and develop wetland restoration and protection proposals for consideration by USF&WS.

With five $1 million individual federal wetland conservation awards, Ecology received more program grants in 2018 than any other state agency in the nation. In past decade alone, we have helped secure federal funding and provided technical assistance for projects totaling nearly $86 million to conserve more than 10,000 acres of coastal wetlands in Washington.

‘Kidneys’ of our watersheds

Sometimes referred to as the “kidneys” of a watershed, wetlands are renowned for improving our water quality by removing excess nutrients, toxic substances, and sediments from the water that flows through them.

Wetlands help safeguard the overall health of our community water supplies by helping filter and slowly recharge our underground sources of water. Wetlands help reduce flood damages by soaking up rain and storing flood waters. These ecosystems provide critical habitat for plants, wildlife, and fish, including salmon. Wetlands are an effective and economical way to enhance community safety while improving quality of life.

Restoring coastal wetlands in Clallam County

We were awarded a $1 million grant for the Elwha River Delta Acquisition and Restoration project. We are working in close partnership with the Coastal Watershed Institute to conserve and restore critical coastal wetlands at the mouth of the Elwha River in Clallam County. The project will:
  • Protect and restore 3.25 acres of coastal wetlands at the site of a former delta channel in the Elwha River.
  • Complete the restoration of 2 acres of marine shoreline that was part of a previous conservation project to remove derelict shoreline armoring.
This conservation effort will help maximize the environmental benefits associated with removing the Elwha River dams and is part of a broader effort by local partners to protect the river corridor, from its headwaters to the estuary.

Another $1 million grant will be used for the Lower Dungeness Floodplain Restoration project. We are working with Clallam County to reconnect the lower Dungeness River to its historic channels and floodplain, ensuring the perpetual conservation and restoration of wetlands, floodplain, and shoreline along one of the most important river systems on the Olympic Peninsula.  This first phase effort will benefit more than 100 fish and wildlife species currently using the site, including four salmon species.

After securing a $1 million grant for the Big Beef Creek Estuary Acquisition, we are working in partnership with the Hood Canal Salmon Enhancement Group to acquire and protect 126 acres of estuary, freshwater wetland and riparian habitat in Kitsap County. This property on the lower Big Beef Creek feeds into Hood Canal on the west side of the Kitsap Peninsula. The project will result in the conservation of a complex, functional, and truly connected coastal wetland ecosystem critical to many salmon species. 


Preserving, enhancing coastal wetlands in Island and Skagit counties


We are using a $1 million grant for the Barnum Point Phase 2 Acquisition project and working in close partnership with Island County to acquire 30 acres of Puget Sound waterfront property on the east side of Camano Island. The project is located in Port Susan Bay, within the greater Skagit and Stillaguamish river delta. This area is considered one of the most important places on Washington's northwest coast for estuarine and nearshore conservation due to its biodiversity and key role in supporting dozens of important estuarine-dependent species.

We will provide $1 million in federal coastal wetland grant funding toward the Guemes Island Coastal Acquisition project and are working in partnership with the Skagit Land Trust to acquire and permanently protect 143 acres on Guemes Island in Skagit County. This project will conserve:
  • More than 4,000 feet of marine coastline – including nearly 30 acres of feeder bluffs and associated coastal forest uplands.
  • About 116 acres of marine shoreline and the largest coastal wetland ecosystem on the island including freshwater wetlands, meadows, and creeks.
