New app shows softer side of Puget Sound

We are pleased to announce we have created a new online tool showing examples of Puget Sound beaches where traditional “hard shoreline armoring” has been removed and more environmentally friendly solutions were installed.

Our new “Examples of Puget Sound Soft Shore and Armor Alternative Projects” application shows a map of Puget Sound with 29 different beachfront projects that have employed “soft” shoreline design techniques.

Users can view before-and-after photos of project sites, like the photos of Luhr Beach above and below, using the tool or by visiting our Flickr page.

The web tool is designed to spread the word about alternatives to hard armoring to homeowners, our local government partners, and anyone interested in the health of Puget Sound shorelines.

What is shoreline ‘armoring?’ 

Throughout Washington, shoreline property owners have often installed concrete bulkheads and rock revetments to help stabilize the shoreline, control erosion and protect—or “hard armor”—coastal development.

Shoreline erosion occurs naturally in Puget Sound, the nation’s second largest marine estuary. Physical process such as winds, waves, storms, tides, and plate tectonics all work to constantly shape and reshape the Sound’s 2,600 miles of marine coastline.

The majority of Puget Sound shorelines experience low to moderate levels of erosion. However, about 700 miles of marine shoreline—27 percent of the estuary’s entire coastline—currently has some type of hard armoring in place.

Most shoreline armoring was built decades before the state adopted tighter shoreline management regulations. Today, proposals for new armoring are carefully evaluated to determine if the structure is needed.

Big deal about bulkheads

While bulkheads and similar structures can reduce erosion and protect upland development from flooding, they can have serious consequences for coastal ecosystems and the long-term preservation of Puget Sound beaches.

Armoring can disrupt natural patterns of sediment movement along the shoreline, resulting in erosion and the loss of the beach.

Historically, many armoring structures in Puget Sound were constructed far out onto the beach. This approach covered up backshore beach areas and disrupted shoreline ecosystem processes.

Beaches play an important role in the lives of forage fish, a key food source for salmon. Bulkheads and rock walls block forage fish from spawning on the beach, leaving fewer fish for salmon to eat.
Endangered southern resident killer whales in Puget Sound eat salmon almost exclusively, so restoring forage fish spawning grounds has impacts across the ecosystem.

These structures also limit human uses of the beach. Concrete walls make it difficult to stroll down to the beach, and climbing over sharp and slippery rock revetments can be dangerous. At some places, water comes right up to the bulkhead during high tide, leaving no room for walking.

Encouraging ‘soft’ shorelines

Nowadays, there are a variety of techniques that can be employed to “soften” the shoreline by removing rigid walls and using materials naturally found on the beach. These techniques can reduce erosion while protecting ecosystem functions.

At some sites, it can be as easy as simply removing the hard armoring and letting nature take its course.

Should a site need some erosion control measures, there are several options to mimic a natural beach.
For example, fish-friendly sand and gravel can be placed on the beach—sometimes called beach nourishment—to provide extra material and elevate the shoreline.

Another approach is placing logs and woody debris on the shoreline to reduce wave energy and hold sediment on the beach. In some cases, the wood needs to be anchored in place.

The applicability of these techniques depends on the specific conditions and concerns of the site. More and more, these soft shore projects are being installed throughout the Puget Sound region.

Why softening the shoreline matters

Removing hard structures from the beach and using more environmentally-friendly erosion control techniques allows Puget Sound shorelines to return to a more natural state. When natural erosion and sediment movement are allowed to occur, beach processes and habitats are restored. Once disconnected, the forested uplands and marine ecosystems can function again in harmony.






With fewer obstacles in the way, it’s easier for all beachgoers—fish, birds, and humans alike—to make use of Puget Sound’s treasured coast.

Kicking off American Wetlands Month by securing $4.5 million in federal conservation grants

To help celebrate Washington’s wetlands during May—American Wetlands Month—we’re delighted to share we have secured five National Coastal Wetlands Conservation grants worth $4.5 million.

This year, the federal grant program will help local partners including tribal governments and nonprofit land trusts acquire, restore, and enhance about 400 acres of coastal wetlands in Clallam, Mason, Pierce, and Thurston counties. All five projects will help recover salmon that Washington’s endangered Southern Resident orca whales depend on for survival.

The program is managed by the U.S. Fish and Wildlife Service (USFWS) and funded in part through taxes paid on equipment and fuel purchases by recreational anglers and boaters. Established in 1990, the federal conservation program provides up to $1 million for individual wetland projects in coastal and Great Lake states as well as U.S. territories.

Wetlands essential for Washington economic, environmental health

Washington’s wetlands are essential for sustaining the state’s economic and environmental health. Wetlands act as a natural sponge, helping control flooding and erosion by catching and slowing down melting snow and surface water runoff from storms. They purify water by filtering sediments and trapping excess nutrients and pollutants such as heavy metals. Wetlands also hold much of the surface water that trickles through the soil and recharges our underground drinking water aquifers.

If communities had to replace the flood control and water treatment functions Washington’s wetlands naturally provide, the costs could far outweigh the expense of preserving them. A 2008 independent study by Earth Economics found fresh water wetlands in the Puget Sound regional alone could be worth more than $10 billion to the state economy.

Productive ecosystems rivaling rain forests and coral reefs

Our wetlands also offer important refuge for wildlife and fish, including salmon, and places for people to boat, fish, and enjoy other recreation activities. Wetlands bordering or close to the marine waters of Puget Sound and Pacific Ocean can be among the most productive ecosystems in the world, rivaling rain forests and coral reefs. Wetlands also help mitigate climate change by absorbing greenhouse gases.

Although only states can apply for National Coastal Wetlands Conservation grants, we work closely with land trusts, local and tribal governments, and other entities to identify conservation projects in Washington and develop wetland restoration and protection proposals for consideration by USFWS.

Since 2008, we have helped secure federal funding and provided technical assistance for acquisition and restoration projects totaling more than $100 million to conserve more than 11,000 acres of Washington’s coastal wetlands.

This year, Ecology received 22 percent of the total $20.3 million in coastal wetlands grants USFWS awarded nationally. The Washington Department of Fish and Wildlife also received a $1 million USFWS grant to restore a coastal wetland in lower Hood Canal.

Working with local partners, the 2019 federal grants Ecology secured will be used to help fund the following coastal wetland enhancement and restoration projects:

Baird Cove Acquisition ($995,000)—Working in partnership with the Nisqually Land Trust to acquire an 88-acre estuarine complex in Thurston County on the east side of Johnson Point in southern Puget Sound, including more than 4,200 feet of intact estuarine shoreline, pristine coastal wetlands and mature forest.

 Elwha Estuary Place Acquisition ($1 million)—This collaborative project with the Coastal Watershed Institute will conserve historic Elwha River estuary wetlands and restore marine shoreline along the river delta in Clallam County.








Skookum Valley Wetland Acquisition ($564,000)—Working in partnership with the Squaxin Island Tribe, the funding will be used to help acquire and permanently protect 158 acres of wetlands and shorelines along Skookum Creek that flows directly to Puget Sound in Mason County.

Sound View Camp Conservation Easement ($950,000)—We are working with our Nisqually Land Trust partner to acquire a permanent conservation easement to protect Sound View Camp, a 93-acre waterfront property on Drayton Passage in southern Puget Sound in Pierce County.

West Oakland Bay Restoration Phase 2 ($1 million)—Working with our Squaxin Island Tribe partner to put the second phase of restoring critical coastal wetlands in place in West Oakland Bay in Mason County. The project will restore 28 acres of saltmarsh, lost when an industrial harbor was created more than a century ago.

Ecology seeking comment on Clallam County's proposed shoreline master program revisions

Starting today, we are accepting public comment until Thursday, Feb. 28, about significant revisions Clallam County is seeking to make to its shoreline master program (SMP).

The locally-tailored set of land-use policies and regulations is designed to protect and guide how Clallam County will develop, restore, and preserve more than 600 miles of marine and freshwater shorelines in the county, including:

  • Approximately 130 miles of marine shoreline including a portion of the Pacific Ocean coastline, Strait of Juan de Fuca, and numerous saltwater inlets such as Clallam, Crescent, Dungeness, Freshwater, and Sequim bays.
  • More than 480 miles of freshwater shoreline along the Bogachiel, Calawah, Elwha, Quillayute, and Sol Duc rivers.
  • About 1,500 shoreline acres around six lakes in the county including Beaver, Crescent, Dickey, Elk, Pleasant, and Sutherland.

Clallam County last amended its SMP in 1992. The revised SMP will replace the county’s current master program and is designed to:

  • Prioritize water-oriented uses and development in Clallam County.
  • Provide for public access to public waters and shorelines.
  • Support restoration actions consistent with the county’s shoreline restoration plan.
  • Incorporate critical area regulations to ensure environmentally-sensitive areas within the county’s shoreline jurisdiction are protected.

Next steps

Once the public comment period closes Feb. 28, Ecology will compare Clallam County's proposed SMP to requirements under the state Shoreline Management Act and Shoreline Master Program Guidelines. Based on the comparison, we will decide whether to:
  • Approve Clallam County’s proposed SMP as is.
  • Approve the updated SMP with recommended changes.
  • Send the proposed SMP back to Clallam County with required changes to meet statutory and rule requirements. Recommended changes may also be included with the required changes.

Ecology approves Pierce County's revised shoreline master program

On Oct. 12, we approved Pierce County’s updated shoreline master program (SMP), the first comprehensive revision to the county’s master program since 1975.

Pierce County’s locally-tailored land-use policies and regulations will protect and guide the use of 225 miles of marine and 880 miles of freshwater shoreline in the county, including the shorelines around or along:
  • Anderson, Fox, and McNeil islands in Puget Sound
  • The Tacoma Narrows
  • Portions of Key and Gig Harbor peninsulas
  • Chambers, Clover, and Spanaway creeks
  • Carbon, Nisqually, Puyallup, and White Rivers
  • Lake Tapps
The county’s revised SMP:
  • Protects the county’s environmental resources in its shoreline areas for future generations.
  • Provides for public access to public waters and shorelines.
  • Plans for water-dependent uses such as aquaculture, maritime and boating activities, and shoreline recreation.
Pierce County's updated SMP takes effect Oct. 26, unless the joint local-state decision is appealed to the state Growth Management Hearings Board.

Marine spatial plan adopted to protect our coastal resources

Did you know that only four Washington counties – Clallam, Grays Harbor, Jefferson and Pacific – have marine shorelines on the Pacific Ocean?

Together, these four jurisdictions account for 331,000 acres of marine waters and have 157 miles of open ocean coastline. Our coastal communities and coastal Indian tribes have a rich history and maintain a unique relationship to our coastal resources.

Yet, there are increasing demands on these resources – including new projects and uses that can potentially create conflicts with uses or damage our marine resources.

State develops, adopts marine spatial plan

To ensure Washington maintains a resilient, healthy coastal marine ecosystem, we worked closely with our partners at the Washington departments of Fish and Wildlife and Natural Resources (DNR) to adopt a new tool – called a “marine spatial plan” – to help make coordinated, science based decisions about proposed new ocean projects and uses.

The guidance establishes processes for coordinating among local and tribal governments and state and federal agencies and for ensuring interest groups and the public have opportunities to weigh in on future projects.

Since the plan contains new policies to protect sensitive ecological areas and fisheries, the plan also puts the state in a strong position to review and shape new ocean activities in areas of state and federal waters in the plan's study area.

The state worked closely with local and tribal governments, other state agencies, the Washington Coastal Marine Advisory Council, environmental and planning groups, the private sector and the public to develop the plan.

Plan will help evaluate new ocean projects, uses

The new guidance will help us evaluate new proposals seeking to be located between Cape Flattery and Cape Disappointment. The plan covers a patch of the Pacific nearly 6,000 square nautical miles in size.

Right now, most of ocean uses in Washington center on recreation, maritime shipping, coastal fishing and shellfish aquaculture. But we know we have to be ready to effectively assess proposals for new uses and activities such as:
  • Renewable energy
  • Mining
  • Dredged material disposal
  • Marine product harvesting
  • Offshore aquaculture operations
Our marine spatial plan builds on a 2010 law passed by the state legislature. Six years in the making, the new plan outlines the data and information that are needed to evaluate new proposals – especially the potential effects new ocean uses could have on people, our local communities and the environment.

It also integrates existing state policies and standards that projects must satisfy such as demonstrating that projects have no likely, long-term significant adverse impacts to resources or uses.

Competition for small fraction of ocean ecosystem

Michele Culver, Intergovernmental Ocean Policy Manager for state Fish and Wildlife said “while the ocean is a vast ecosystem, there is competition to use a small fraction of it.”

The plan, Culver said, provides a way for the state to carefully consider the placement of proposed new uses and the effects on other important activities, such as fishing, that occur in the same area.
  
While the plan establishes protections for fisheries and ecologically sensitive areas in state waters, it doesn’t change current management or permit processes for existing marine activities such as fisheries management plans or shellfish aquaculture.

Before we adopted the guidance, the state sought and received comments on the draft plan and a related environmental impact statement which helped us evaluate anticipated impacts that could arise from adopting the plan.

We carefully assessed all the comments we received and they helped us refine the plan. We will submit the marine spatial plan as part of Washington’s federally-approved Coastal Zone Management Program.

The new state marine spatial plan creates an inclusive decision-making process that carefully considers economic, social, ecological, and cultural interests and gives all users an avenue for having input on the most appropriate strategies to guide and evaluate future uses of our Pacific Ocean waters.

Comment on Ocean Shores’ new shoreline master program

A city that began as a California-style development on Point Brown in Grays Harbor County, Ocean Shores has been a tourist beacon since its conversion from a cattle ranch in the early 1960s.

People continue to flock to Ocean Shores, especially during the warmer months and when shellfish beds are open. And the city’s more than 70 miles of shoreline will continue to attract permanent and temporary residents.

Local shoreline master programs become part of a statewide master program under Washington’s Shoreline Management Act.

Through 5 p.m. on Feb. 15, the public is invited to comment on the proposed program, which will guide shoreline development and activities. It will:
  • Entirely replace the city’s existing program;
  • Prioritize water-oriented uses and development within the city’s shoreline areas;
  • Identify potential restoration projects for future shoreline restoration efforts in a Restoration Plan; and
  • Incorporate critical area regulations to ensure the protection of sensitive areas within shoreline jurisdiction.

Once the comment period is over, we will approve it as is, recommend changes, or send it back to the city for required changes to meet statutory and rule requirements.

Help chart the future of our Pacific coast

Are you interested in helping shape the future of Washington’s Pacific Coast?

Ecology is still taking public comment on the state’s proposed Marine Spatial Plan and draft Environmental Impact Statement until Tuesday, Dec. 12.

The science-based guidance would establish a process for reviewing and making decisions about future ocean uses that might be proposed on the state’s Pacific coast.

Marine spatial plan forward looking

There are no new projects currently proposed for our ocean coast. The Marine Spatial Plan, however, is designed to be forward looking by establishing procedures to make sure that local and tribal governments and state and federal agencies coordinate with one another on planning and permitting decisions for any future proposals.

The plan also would help ensure that the public and interest groups have ample opportunity to weigh in on any future proposals.

While most current coastal activities center on recreation, maritime shipping, aquaculture and coastal fishing, Washington could receive requests to locate new types of projects and activities in the ocean such as:

  • Dredge disposal
  • Offshore aquaculture operations
  • Renewable energy

The Marine Spatial Plan would help ensure any future projects avoid causing long-term significant adverse impacts to our environment, fisheries, and other resources.

Identifying conditions, trends and potential effects

The proposed plan provides data on current ocean conditions and future trends. It also outlines the data and information needed to evaluate new proposed ocean projects, including the potential effects a project could have on people, local communities, and the environment.

While the plan establishes protections for fisheries and ecologically-sensitive areas in state waters, it does not change current management or permit processes for existing marine activities such as fisheries management plans or shellfish aquaculture.

Ecology developed the draft plan in partnership with the Washington departments of Fish and Wildlife and Natural Resources, Washington Sea Grant, and other agencies.

The state also worked closely with local and tribal governments, other state agencies, the Washington Coastal Marine Advisory Council, environmental and planning groups, the private sector and the public to develop the plan.

McCleary’s first shoreline master plan proposal ready for public input

The first of anything only happens once. So, here’s your chance to get in on the ground floor and comment on the first Shoreline Master Plan proposal for the City of McCleary. Public comments are open now through Sept. 26, 2016. The proposal addresses uses and development on Wildcat Pond and a small segment of the shorelands associated with Mox Chehalis Creek. If approved, the proposal would meet the requirements of the Shoreline Management Act and the Shoreline Master Program Guidelines.

Comment now on the City of Elma’s proposed shoreline plan

The City of Elma’s proposed update to its Shoreline Master Program is ready for public comment now through September 8. The proposal would replace the city’s 1974 Shoreline Plan, and address uses and development along a mile of Cloquallum Creek.

What’s a Shoreline Master Program?

Shoreline Master Programs are local plans developed by cities and counties to manage shoreline use. These local programs protect natural resources for future generations, provide for public access to public waters and shores and plan for shoreline uses and development.

Water’s Edge: Planning for salmon farms

Science and the law leads the way in regulating salmon net pens

Washingtonians are passionate about our salmon. We give smoked salmon as presents and take visitors to the Pike Place Market for salmon tossing. We also use images of them on beer, t-shirts and other products. In addition, native peoples harvest and consume wild salmon as an important part of their cultures.

Our conversations about wild versus farmed salmon are passionate too.

That’s why the University of Washington’s Northwest Environmental Forum sponsored a March 22-23 gathering that brought together about 65 stakeholders with differing perspectives about commercial salmon farming in Washington. The forum was a success in bringing together parties who – although on opposite sides of lawsuits or with differing points of view – were willing to come, learn and listen.

The forum highlighted:

  • The stakeholders’ shared commitment to a healthy marine environment, recovery of native salmon, and local jobs.
  • A growing demand for seafood and the health benefits of eating more salmon.
  • The complex oversight provided by local, state and federal permits and authorizations for commercial fish farms.
  • A need for more sharing of science and other information about Washington’s existing fish farms.

The state of salmon in Washington

Salmon are part of our state’s legacy. Washington has a coordinated, scientifically-rigorous recovery plan spearheaded by the Puget Sound Partnership to ensure wild salmon are part of Washington’s future. The plan contains programs and projects designed to restore native salmon runs and protect endangered and threatened stocks.

Many of the stakeholders represented at the March net pen forum have contributed to salmon recovery in Puget Sound and are working towards addressing urban runoff and other threats.

Feeding a seafood-hungry world

As committed as we are to our native salmon, forum participants learned that our hunger for seafood is growing and imported, farmed salmon is filling the gap. During the years 2000-2004, Americans consumed an average of about 284,000 metric tons (more than 617 million pounds) of salmon annually, of which approximately:

One-third of salmon consumed was wild and two-thirds was farmed.
One-third was domestic production (farmed and wild) and two-thirds was imported.

From January 2015 through March 2016, over 27 million pounds of fresh and frozen Atlantic salmon were imported from other countries through the Port of Seattle. This was almost twice as much as the annual production of commercial salmon farms in Washington.

Forum participants also learned that salmon aquaculture is one of the most resource-efficient sources of ways to produce protein.

We have information describing our current approach to shoreline planning and commercial salmon net pens on our website. We also have video of scientific presentations and an expert panel discussing net pen operations, fish health, escapement, genetics, water quality and management tools.

Ecology will continue to let science and the law lead the way – adapting our findings and requirements as needed. Working together, we and other stakeholders can ensure commercial net pens do not put wild salmon recovery at risk.

What's a Shoreline Master Program?

Shoreline Master Programs are local plans developed by cities and counties to manage shoreline use. These local programs protect natural resources for future generations, provide for public access to public waters and shores, and plan for shoreline uses and development.

Pierce County's shoreline plan

Pierce County's long-awaited shoreline plan is ready for your review and comment. The public comment period started March 15 and will run through April 29.

Last year, Pierce County locally approved its shoreline plan for managing more than 700 miles of county shoreline, including all waters along Puget Sound, numerous lakes and rivers, and associated wetlands within the county. They then submitted their plan to Ecology for review and approval.

Updating the county’s shoreline plan

This proposed Shoreline Master Program is the first comprehensive update to the county’s shoreline plan since 1975. If adopted, it will completely replace the existing program with updated goals, policies, regulations, shoreline environment designations, definitions and administrative procedures.

The new plan will advance shoreline habitat protection while guiding county planning for new development and public access.

Earth… pass it on: Ecology’s joint project with the creator of The Twilight Zone

For many of us who sat glued to our black and white television sets for a half hour once a week in the early 1960s, the voice is immediately recognizable:
“Historians will look to the early 1970s as a turning point of concern about the world around us. This awareness centers on our environment yet today we must admit we have only begun to tackle the problem. In our nation Washington stands out as the first to address itself directly to the problems and take positive legislative action on environmental concerns. This is Rod Serling speaking for the Washington state Department of Ecology.”

How did Rod Serling get involved?

That’s how the creator of the iconic television show The Twlight Zone starts his narration of the slide show on the fledgling Department of Ecology. Gary Amos, an ecology employee at the time, created it in 1974 for school children across the state. 

Gary Amos was a 22-year-old Ecology employee in 1974. Ecology was the first government agency in the nation committed to environmental protection when it was created by the state Legislature and signed into law by Gov. Dan Evans in 1970. Ten years earlier, the original The Twilight Zone was in its second season on network television. Like many viewers, Gary was fascinated by the show’s stories of fantasy, science fiction and psychological intrigue that often ended in a macabre twist. The endings left our imaginations racing but, as a young fan, Gary could not have imagined that he would someday meet Rod Serling, the show’s creator and producer and that Serling would help him educate the public about the Department of Ecology.

The first Earth Day

The activism of the 1970s that resulted in the first Earth Day on April 22, 1970, spurred hundreds of school children to write Gov Evans’ office about environmental concerns and put Gary on the road speaking to classrooms and community groups about Ecology’s mission and challenges.

“The environment became a huge issue. I was really busy, got to travel all over,” Gary recalled. He was a temporary employee working for Ats Kiuchi, public affairs director for Ecology, who asked Gary to “put together a program, a slide show for the kids.”

With the help of Carolyn Empey, a photographer and Ecology intern, Gary created the slide show that he first tried to narrate himself.

“That’s when I realized I didn’t have the voice,” he said. A group of Gary’s colleagues stood around talking about what to do and half joking he asked Ats’ assistant, Linda, about getting Rod Serling to narrate the slide show. The group laughed but one thing has never changed at Ecology:  administrative assistants always accomplish the impossible.

Making connections the old fashioned way

There was no Internet at that time so Linda grabbed a copy of “Who’s Who in America," looked up Serling’s address and wrote him a letter asking him if he was willing to donate his time and talents to the project.

The answer was yes but Ecology Director John Biggs asked Gary to write Serling again to make sure he knew what was meant by “donate.” Once in agreement, Gary was on his way to California. His wife and Caroyln Empey came with him but at their own expense.

Then Gary was startled when his pager went off while waiting for his plane at Sea-Tac Airport. Serling had called the agency to cancel their meeting because of an unexpected obligation. Gary reacted quickly and was able to call Serling back and work out an alternative.

Gary, his wife and Carolyn flew to Los Angeles and met Serling at a recording studio near MGM Studios where Serling recorded his narration of the Ecology slide show.

It's no mystery. Rod Serling cared about the environment

“We didn’t get charged for the studio, the technician’s time or the editor’s time,” Gary said. “The only thing I had to pay for was the spool of tape.”

A year later, Serling would be dead of a heart attack. He was only 50 years old. “He donated his time and talents because he thought it was such an important endeavor. He was concerned about pollution and air quality,” Gary said.

It was a heady experience for Gary who left Ecology shortly after completing the slide show and actually never had an opportunity to use it in a classroom presentation. He worked several years as a public school teacher but for the past 35 years has been an investment advisor in Yakima.

"It’s probably my claim to fame,” Gary said of his encounter with the creator of the Twilight Zone, “and when it’s over I hope they mention it at my funeral.”

For Earth Day 2014, Ecology resurrected the slide show and interjected fresh information in it on the progress our agency has made in intervening decades on cleaning up and protecting the air, water and land of Washington state. Watch it now!

Public asked to weigh in on scope of coastal marine spatial plan

From now through September 23, the state Ecology Department wants to get public input about what should be covered in a marine spatial plan for Washington’s 375 miles of ocean coastline.

Ecology also is seeking concurrent comment regarding the goals, objectives, boundaries and other scoping issues that should be assessed under a related environmental impact statement (EIS) for Washington’s outer coast.

The EIS will evaluate the alternatives and potential significant adverse impacts associated with developing the marine spatial plan.

Spatial planning helps balance ocean uses and environmental protection

Washington adopted a marine spatial planning law as an approach to reduce conflicts among ocean uses and balance the benefits humans receive from the ocean while decreasing human-caused environmental damage.

The planning process collects, interprets and uses data to develop a framework for making informed, coordinated decisions without adding new regulations. The goal is to bring different interests together to balance the needs and goals of the public, our economy and marine environment.

Earlier workshops designed to move process forward

Earlier this year, Washington Sea Grant and the State Ocean Caucus conducted a series of workshops to help with planning. The sessions included representatives from local and tribal governments, state and federal agencies and the Washington Coastal Marine Advisory Council.

The marine advisory council is made up of a diverse group of coastal stakeholder representatives including coastal Marine Resource Committees. The council advises the State Ocean Caucus. A recently adopted law will reestablish this council in the Office of the Governor.

Once complete, Ecology will submit the marine spatial plan to the National Oceanic and Atmospheric Administration (NOAA) for review and approval. NOAA will authorize including the plan as part of Washington’s federally-approved coastal zone management program.

Stories about Getting to Clean Water: Repairing Wave-Damaged Shoreline

Homeowner effort to save Newman Lake property has water quality and wildlife benefits

Introduction

Boat wakes may seem harmless to the boater and fun for the water skier. But they can be a nightmare for shoreline homeowners watching their property fall away into the water. A shoreline stabilization project on Newman Lake used natural materials to stabilize 120 feet of a homeowner’s property that was particularly affected by wake erosion. This project illustrates the importance of having committed lake homeowners working together to protect their shorelines, and also serves as a great demonstration of how property can be protected while enhancing the wildlife and water quality functions of shorelines.

Like many lakes in eastern Washington, Newman Lake is experiencing an increased number of people living year-round along the shore, and in the summer increased boating traffic with corresponding waves. Many shorelines are being lost at an alarming rate due to increased boat traffic and the increased use of “wake boats.” In addition to property loss, unnatural rates of shoreline erosion have both wildlife and water quality impacts.

This project’s property has been owned by the same family for over 80 years and is located in the narrowest section of Newman Lake, making it particularly vulnerable to wake erosion.

Project goals

The project attempted to address both the cause and symptoms of increased shoreline erosion. Implementation took place in late summer of 2012 and to keep costs reasonable for the homeowners, the project used volunteer labor.
