The Nestucca description is fairly accurate although I didn't see mention of the 27-foot seas that December night which were a huge factor in the accident. Tenyo Maru was created by a Chinese freighter running down a stationary fish-processing vessel in the fog. I worked on both spills.<br /><br />The rescue tug came about largely through the efforts of several NGO's alerted to the then fairly regular occurrence of single-screw, single-hull tankers losing power and drifting around the Straits for hours. The tug is a good idea but would have been of little help in either the Nestucca or Tenyo Maru incidents. It has, however, prevented other spills in its years of operation.<br /><br />Nestucca is most notable as the first time the Incident Command System was used to govern an oil spill response.
